Oversees scientific methodology, evidence frameworks, terminology, standards development and technical publications.

Makes authorized certification decisions separately from evaluation, sales, sponsorship, training and applicant advocacy.

Reviews eligible appeals through individuals who did not participate in the original decision.

Administers intake, document control, scheduling, surveillance, public records and procedural communications.

Conferences, sponsorship, advertising and commercial services may support the mission but cannot determine scientific or certification outcomes.
Impartiality Safeguards
Relevant financial, professional, advisory, employment and personal interests must be declared, reviewed and managed. Recusal is required whenever an interest could reasonably call impartiality into question.
Payment, sponsorship, network participation or commercial partnership does not entitle any person or organization to certification, a scientific conclusion, a professional designation, committee voting authority or accelerated approval.

Public Accountability

Approved policies identify the responsible office, version, effective date, review date and change history.

Material certification and publication actions are attributable, time-stamped and protected by role controls.

Certification status, approved scope, validity and enforcement actions are published through the official register.
